Hello!
Toronto and Ottawa are both in Ontario, Ottawa, is at present have very cold winter and this year we have 400 inches of snow! It's wonderful here! Toronto, on the other side is very urban, not really discover the true Canadian winter because of snow transported by trucks with snow before it accumulates. In Ottawa, one of my friends wore snowshoes to work last week was not so much snow!
Winnipeg is cold, but not too close to each other in Canada, if you want to see the landscape, the same can be said from Saskatoon. Both cities are beautiful, but offers a lot for exchange students.
British Columbia is very nice, but the winters are relatively mild in the big cities with lots of rain, but a good bit of snow for skiing.
The rest of Ontario varies from one region to another, but I think the walk very easy to do too much.
My first choice would be for you in Ottawa, and I'll give you some reasons to believe:
1. We have a very cold and snowy winter, andvery warm, wonderful summer! Temperatures range) -15 to -20 in winter to 30 or more in the summer (Celsius. I love it! I know you said you wanted the coldest city of them all, and Ottawa is probably the coldest, but as someone mentioned, in the summer, most of Canada is very hot, so at least enjoy the summer beauty.
2. There is much to do in the area, which is the capital to do and there are a lot of events and many outdoors, like camping, hiking, do cycling, skiing and more.
3. The city has about 1 million people who think like me, the right size for me.
4. It is a very international city is the capital city, and you are welcome here, because it's very multicultural.
Let me know if you have any questions!
Winnipeg, Manitoba, the coldest winter in Canada in a big city.
Toronto is a city more interesting, but not so cold.
Winterpeg is cold
Well, that depends on the size of the city that you want to live, really.
Toronto and Vancouver is the most important, millions of people, and also the hottest.
Ottawa is beautiful and medians, but also a little warm in the winter.
Winnipeg is the average size, 1 million people, and * really * cool, but not as exciting as a city (in * * my opinion anyway).
I think Saskatoon would be the bast place to go!
The population is approximately 200,000, is nice and cold in winter, and it is beautiful in summer! It has lots of rivers and bridges, and large green parks and a fun, unique downtown!
I think you should try. ;)
EDIT: Everybody says that Ottawa is cold ... Maybe I am wrong? O_o In any case, enough. :)

Winnipeg and Saskatoon are probably the coldest places in the winter months, but none of the listed places are cold in the summer months. Most cities and provinces are very warm and hot in summer.
